    My own take, both of them give you a clean install of windows... but one method is a little cleaner and more full proof.

    A reset usually works, and you’ll have a new image of windows ready to go. That being said, it doesn’t completely wipe your drive and start from scratch, it kind of lays a new image on top of the old one.

    A clean install, allows you to wipe out all the current partitions, create 1 new one, and install windows.

    Reset: Removes everything and makes your computer like it came from Factory.

    Refresh: Keeps your files but removes installed applications.
