Why would you want to or need to use Virtual XP.

98% of all XP, Vista, 7 or 8 programs and devices work on Windows 10.

What is the exact model number of your scanner.

Because I get 99% of all older devices, printer, scanners and software to work on all OS's.

You need to get the old CD with the Software and drivers on it and install using the OS the CD states it is for. Since it did not work on Windows 7 either, I assume it worked on XP.

    Unplug scanner or Printer/scanner

    go to

Control Panel\All Control Panel Items\Programs and Features

Uninstall anything related to scanner or printer/scanner combo unit.

    Restart PC

    Put in install CD

    Go to >> THIS PC

right click on CD/DVD drive and select>>Open Folder

Find the installer file, usually setup.exe or similar

right click on installer file and select Troubleshoot compatibility

Now follow these steps halfway down the page in Detailed steps section.

SELECT WINDOWS XP when you get to the section of the Compatible OS.

If you do not have the drivers or software, look online and download all software and drivers, even if they are for older Windows operating systems and do the same process mentioned in link.

(A replacement scanner may be easier.)

Virtual PC from Windows 7 is not in Windows 10. However, you can still create a virtual machine with either VirtualBox (from Oracle,) WMWare Workstation Player (from VMWare,) or Microsoft's own Hyper-V. Then install Windows XP in the virtual machine.

I have a Microtek scanner that works excellent for digitalizing slides and film.  Microtek will not issue an updated driver.  This scanner would not work on my Windows 7 computer and it does not work with my Windows 10 computer.  I am aware that I can buy a replacement scanner that may meet my needs.
