Windows is blocking my upload somehow

For some reason only on my pc I cant upload anything.  

Speed test gives error for upload.  

I have windows defender and I even tried shutting it off as well as firewall but I have the same issue.  

Is there anything else that might be blocking upload?

    Hello Blackdragonstory,

    We would like to know more about your issue. please answer the following questions below:

    • Did you notice any changes on your PC prior to the issue?
    • Which type of network connection are you using? (Wired, Wireless Broadband etc.)
    • Have you tried using a different browser?

    As an initial troubleshooting, I suggest that you run the built-in network troubleshooter. To do this, please follow the steps below:

    1. Press the Start button > type Troubleshoot then press Enter.
    2. Under Get up and running, select Internet Connections > click Run the troubleshooter.
    3. Follow the troubleshooter on-screen instructions.

    If the issue still persists, I recommend that you run these networking commands using the Command Prompt window. Please follow the steps below:

    1. Press the Start button > type Command prompt  > right-click on Command Prompt, and then select Run as administrator > Click on Yes.
    2. Run the following commands in the listed order, and then check if it fixes your issue:
    • Type netsh winsock reset and press Enter.
    • Type netsh int ip reset and press Enter.
    • Type ipconfig /release and press Enter.
    • Type ipconfig /renew and press Enter.
    • Type ipconfig /flushdns and press Enter.

    My xbox one s I don't have any upload speeds am I being blocked

    After using command prompt it started working.
