Computer Won't Shut Down Completely

My computer, running the latest version of Windows 10 (Version 1803), won't shut down completely. After pressing "shut down", the monitor, keyboard, and mouse all turn off. However the actual computer itself remains running... in which case after waiting for hours for it to turn off on it's own, I have to press and hold the power button to finally turn it off. The weird thing is, the "restart" function works perfectly fine. When I press "restart" the monitor, keyboard, mouse, AND COMPUTER all shut off for a few seconds, then start right back up. In fact everything except for the "shut down" function on my computer works perfectly. I'll include a list of everything I've tried below.

  • Closed all Applications
  • Updated Drivers
  • Turned off the "Fast Start Up" Function
  • Held Shift while Pressing "Shut Down"
  • Disabled Many "Startup Apps"
  • Tried Entering "sfc /scannow" into the Command Prompt
  • Turned off "Windows Delivery Update Optimization"
  • Booted in Safe Mode
  • Reset the BIOS
  • Reinstalled Windows

I've tried everything I can think of... and nothing seems to work, I would appreciate any and all help! Thank you!

    Thank you for all of your time and effort in helping me with this problem! The most recent windows update (that came out yesterday) seemed to fix the problem.

    Thank you for your time and help Craig! Unfortunately, when I turn the monitor back on all I get is a screen displaying "no signal" even though the computer is still on. Do you have any other suggestions?

    Turn the monitor back on, type on the keyboard and move the mouse if it helps, and see if you get a notification that Windows is having a problem shutting down a particular app.

    Try to find out which app won't shut down.  Look in Task Manager and shut it down from there.
