If you are referring to the Windows Apps background color:
Open the Settings App (gear icon on your Start Button)
Go to Personalization - Colors
At the bottom, change 'Choose your Default App Mode' from Dark to Light
That's It!

Press Windows key + I > click "Personalization" > Background
Scroll down to "Choose your background color" > custom color > move slider to the right for white.
