outlook express 4.01 or greater

Hi,

I did a clean installation of WIN10 & tried to re-setup Outlook on my old PC.

There was an error message: 

...needs Microsoft Outlook Express 4.01 or greater or reinstall IE5Setup from CD or Window Update website.

What can I do next to get Outlook back?

    If OUTLOOK doesn't work with WIN10, why is Microsoft selling Microsoft office with outlook? 

    I don't understand this. 

    Outlook DOES work with Win10, Outlook Express does not.

    This is very strange!

    Previously, when my pc was upgraded from WIN7 to WIN10, Outlook still worked.

    But after pc was re-install with WIN10 (clean install via USB stick(, Outlook stopped working and with this error message. 

    Any other simpler ways to get Outlook to work again?
