Internet connection not working at first startup

so my problem is that when i first boot my PC i cant connect to internet through Ethernet connection, i have to restart my pc on safe mode and the restart the PC again to get the internet working, if i try to just restart the PC i get stuck on windows loading screen the only way to get the connection going is following the exact steps i mentioned before, im using windows 10

    but is not a modem problem, this only happens on the one PC if i connect the modem to any other one works completely fine

    you can go here

    Control Panel\All Control Panel Items\Network Connections

    right click on LAN adapter>>Properties>>Configure>>Power Management

    and UNCHECK the top box. Mine is checked

    Apply the settings

    reboot modem and restart all PC's

    Also, try this. If it fails to connect, instead of booting in safe mode, just restart the PC and see what happens without safe mode boot up involved.

    Also, check all of your initial network setup settings and options listed here.

    USE THE TROUBLESHOOT

    Open Settings.

    Click on Network & Internet.

    Click on Status.

    Under "Network status," click the Network Troubleshoot button.

    Follow the on-screen directions

    If the troubleshooter didn't fix the problem, you can reset all your network adapters using these steps:

    Open Settings.

    Click on Network & Internet.

    Click on Status.

    Click the Network reset button

    Click the Reset now button

    im just saying i know thats not the problem because i have tried already rebooting the modem, i also tried reinstalling, updating and even reinstalling windows 10 i got the same issue anyway

    Rebooting your modem/router and restarting all PC's might fix this

    Unplug Modem power and router power if separate for 40 seconds and plug in power, when all connected, restart all PC's on your network.
