Sounds like we are moving in the right direction. Is it just browsers that are still having an issue now? I’ll do some digging and get back you.

Does it happen if you attach another monitor?   <eg>

What do you mean another monitor?

I have one monitor only. And how does a Wacom attach to monitor?

My Wacom is a Bamboo, which also does not include a display.

If you mean another PC, No, I don't have another PC that run Win10 home build 1803.

And Yes, I have plug my Wacom to another PC (Which run Windows XP) and Mac (OSX 10.7.4) which both work fine.

    Good morning steve,

Settings - System - Tablet Mode - when you turn it off, do you see a drop down “don’t ask me and don’t switch” which should force it to stay in desktop mode

Let me know if one of these helps!
