Recovery Windows 8

I've had this laptop for quite some time but have put it down for a few years because it had blue screened.

Upon booting the laptop, it displays a blue screen that says "Recovery:Your PC needs to be repaired. The Boot Configuration Data file doesn't contain valid information for an operating system. File: \BCD Error Code: 0xc0000098 You'll need to use the recovery tools on your installation media. If you don't have any installation media (like a disk or USB device), contact your system administrator or PC manufacturer."

It's a Dell laptop, upon opening boot menus it says "insydeh20 setup utility boot" or something along the lines of that. I can be more specific if need be.

I have a recovery USB (I think? There isn't a way to download windows 8 anymore, only Windows 8.1 from what I've found. I went through the whole process of making it a recovery USB and such, it's 16GB.)

I've tried multiple methods of trying to get the laptop to work. I can't manage to get it into safe mode no matter what I do, even through the command prompt. I've read to create a legacy and boot from the USB from there, and while that works I can't get any farther from there. I get to the window that says "Troubleshoot" and "Turn off your PC." Upon clicking "Troubleshoot" these are the options listed: System Restore, Go back to the previous version, System Image Recovery, Startup Repair, Command Prompt. There are no other options besides those listed. I've tried methods that I've read about in every single one of those options.

Upon clicking System Restore, a popup comes up saying "To use System Restore, you must specify which Windows installation to restore. Restart this computer, select an operating system, and then select System Restore." I don't really know what that means so I haven't gotten any farther from that point. (I've googled so many things, I'm losing count.)

**Upon clicking "Go back to the previous version",**it tells me "We ran into a problem and won't be able to take you back to the previous version of Windows. Try resetting your PC instead. (Troubleshoot > Reset this PC). Unfortunately for me, the option to Reset this PC does not show up in troubleshooting.

Upon clicking "System Image Recovery", it tells me "Windows cannot find a system image on this computer. Attach the backup hard disk or insert the final DVD from a backup set and click Retry. Alternatively, close this dialog for more options." My laptop, once again, unfortunately, doesn't have a disk slot so I cannot put any disk into it. There is only room for USB drives and an external hard drive. Also, when I click cancel it wants me to manually select a system image backup and I have the option to go into the advanced. When clicking advanced, I have the option to either search for a system image on the network (which I don't understand) or to install a driver. I know what a driver is, but I don't know what to look for or where to look for it, so I end up not getting any farther from there.

Upon clicking Start Up Repair, it tells me "Startup Repair couldn't repair your PC Press 'Advanced options' to try other options to repair your PC or 'Shut down' to turn off your PC. Log file: " It looks as though it's supposed to say something after Log File, but there is nothing there. It then gives me the options to shut down or go back to advanced options, looping me back to the troubleshooting.

Finally, upon clicking Command Prompt, I'm obviously directed to an area where I can write code. (I took a coding class freshman year of high school, but that has not seemed to bring me any justice in trying to figure this out, LOL.) I've run a few things like bootrec commands such as bootrec /fixmdr (which goes through) but bootrec /fixboot doesn't go through. I'm not quite sure where to go from here.

(I've been working to try and fix this thing for a little over 4 hours. Needless to say, I'm getting a little apathetic.) Any help would be appreciated!

    If you can't boot into Windows this is how you access safe mode in Windows 8.

    Hi Bill! I clicked that link and followed the instructions, but my laptop doesn't go into automatic repair upon turning the laptop on. I know how to navigate to the troubleshoot option and to the advanced options as directed, but there is no option for "Start up settings" as it tells me to click. I tried "Start up Repair" but that does not do anything and still doesn't lead me to the "Start up Settings."

    Hello Bill! I went through 1 through 9 of the TOC for what you sent.

    At #6 I tried to update the BIOS, but there is no way for me to download the latest version of system setup as displayed on the webpage https://www.dell.com/support/article/us/en/19/sln129956/dell-bios-updates?lang=en. I have no way of seeing the desktop or screen at all, I am only able to see the recovery screen and go through boot options, set up, and troubleshooting options.

    At #7 I tried to run a computer diagnostic as followed: "

    1. Restart your Dell PC.
    2. When the Dell logo appears, press F12 key to enter One-time Boot Menu.
    3. Use the arrow keys to select Diagnostics and press Enter key on the keyboard.
    4. Follow the on-screen prompts and respond appropriately to complete the diagnostics.

    If the test fails, write down the error code and validation code."

    There is no "Diagnostics" option to click on for me. 

    Many many times of trying even before reading this support message, I am still unable to get into safe mode no matter what. I also can't do anything like doing the windows key + R and putting in commands. Nothing is working to get into safe mode. 

    I am still running into the same problems as before.

    I appreciate it, but things still aren't working. More help would be appreciated! Thank you
