This problem started when I upgraded Windows 7 to 10 on an older laptop and now a new laptop w/10. When I was using 7 w/MSE for security everything worked fine.
Ever since upgrading to Windows 10 w/Defender I have had problems downloading games. Some, but very few, will download but many get to 2-3% and stall. I've spent hours trying to figure out what's causing it. Tried everything Wild Tangent support has suggested and still have the problem. They keep returning to it's a problem w/my security software.
It's not blocked by the firewall. I've tried adding exclusions to Defender. Didn't help.
I hope someone can shed some light on this. I'm getting more frustrated by the day.

If the issue persists, I highly suggest that you reset your computer and choose the option Keep your files. Resetting lets you choose whether to keep your files or remove them, and then reinstalls Windows. To get started, go to Settings > Update & security > Recovery> Reset this PC > Get started and choose an option.
Note: If you can't open Settings, you can get to reset by restarting your PC from the sign-in screen. Press the Windows logo key +L to get to the sign-in screen, then hold the Shift key while you select Power > Restart in the lower-right corner of the screen. After your PC restarts, select Troubleshoot > Reset this PC. If you can't get to the sign-in screen, use a recovery drive or installation media to reset your PC.

I'd like to ask few questions so I can isolate your concern properly.
Meanwhile, I suggest that you boot your computer into safe mode and then download and install the game. You may refer to this link. If there's a chance that you can download the file to a different computer and network, please save it to an external drive and then install it to your computer.

Can you tell us the current build of your computer? Press Windows key + R and then type winver. Does the issue happen to this specific game? Have you tried to download different game to see if the same issue persists?

Yes, I have disabled Defender and tried to download games. I still have the same outcome. Stalled downloads. I've argued that point w/WT support and they still insist it's security software causing the issue.
If you try and download the game from the website all you get is the app download, not the game, even if you're signed into your acct. So that doesn't work.
Haven't tried to connect to another network. Might take me a few days to try that.
I've tried downloading through my local ( admin ) acct. and my user acct. Same results.
No error messages. I've left the app open, and game downloading overnight to see if it would do anything. No change.
I've tried three different ways to get to safe mode w/networking on both accts. From sign-in screen, settings and using system config safe boot w/networking. It will go into safe mode but not w/network. I've tried at least 25-30 times. Not sure why.
