All support for WP7 devices ended in 2014. Here ended development of maps for Windows devices in March 2016.
The store is no longer supported for WP7 either, which answers your other question.

Trying to download new maps I get the message "Seems there's a connection problem. It's probably temporary so try again later."
I tried again 3 hours later and got the same message.
