Microsoft store download stops and starts repeatedly

I am currently in the middle of downloading Forza Horizon 4, it was gifted to me but what i am about to describe has never been a problem with gifted games before, the download says downloading and it will show me the download is anywhere from 20-430mbps with 75 (the usual download speed through microsoft store for me) being the median but about every 40 seconds it will rapidly ramp down the download speed until it doesnt even say 0 it just doesnt show the speed then it will start again and ramp up to adound 300-400 mbps and very rapidly scale down to around 60-70 for another maybe 40 seconds and the process will start again, im still making progress on the download but it should have been finished a long time ago i usually download 60gb in about 30minutes max, its been over an hour now and im only just barely as im writing this hitting 30gb not trying to be a negative nelly as it will download in the next few hours im sure but im left wondering why? why is my download speed fluctuating so hard through the microsoft store? it has never done this before with large file games and ive tried pausing and completely stopping the download but that did nothing my date and time are correctly set and logging out and then back on does nothing so why? what is going on with the microsoft store download speeds this is MUCH slower than i download anything ever and my internet is running tip top right now at 250mbps steady leaving me to think the only thing it can be is the microsoft store

    Try Run the troubleshooting

    Go to Settings > Update & security > Troubleshoot >Windows Store Apps >Run the troubleshooter

    Try to download it again

    If that didn't work

    Reset the Microsoft store

    Go to Settings > Apps > Apps & Features > select Microsoft Store > Advance options > Reset

    If issue persist I would suggest you to follow these methods:

    Method 1: Re-register Microsoft Store app for Current User

    1. Terminate the Microsoft Store app to make sure it's closed and not running.
    2. Open PowerShell
    3. Copy and paste the command below into PowerShell, and press Enter. (see screenshot below)

    Get-AppXPackage *Microsoft.WindowsStore* | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

    1. When finished, you can close PowerShell, and try opening the Microsoft Store app again ..

    Method 2: Re-register Microsoft Store app for All Users

    You must be signed in as an administrator to be able to do this option.

    1. Terminate the Microsoft Store app to make sure it's closed and not running.
    2. Open an elevated PowerShell
    3. Copy and paste the command below into the elevated PowerShell, and press Enter. (see screenshot below)

    Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

    1. When finished, close the elevated PowerShell,
    2. Restart the computer to apply.
    3. Try opening the Microsoft Store app again.

    HI Intel is better (It is!) -

    I wold just let it download overnight. The Store, like Windows Update, can be buggy and slow. We see it every day here.

    If it won't complete or gets worse, try to repair the store:

    Try running the Windows Store apps Troubleshooter at Settings > Update & Security > Troubleshoot.

    Try resetting the Store cache: http://www.thewindowsclub.com/reset-windows-sto...

    If that fails go to Settings>Apps and highlight Microsoft Store, choose Advanced Settings, then Reset. After it resets, restart PC.

    If that fails then reinstall Store. Type CMD in Start Search, right click Command Prompt result to Run as Administrator, copy the following code and paste it into the box using the Edit tools from Box's top left dropdown menu, press Enter:

    PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage *WindowsStore*).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files. Then continue with the other steps to go over your install most thoroughly.

    If nothing else works then do a Repair Install, by installing Media Creation Tool and then choosing to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, and is also the most stable method to advance to the latest version. http://windows.microsoft.com/en-us/windows-10/m...
