just insert usb cable to usb 2.0 port , windows will automatically detects and it confures for you .
before that , go to bios , enable usb legacy controller , i am using dell usb mouse on asus laptop

Generally if that is a wired mouse, you just plug that into a USB port and it should work, if not try another USB port
If that is a wireless mouse, make sure you have put batteries into the mouse, turned it on if there is a switch on the base and plug the mini-USB receiver into your Dell
