Thanks for your reply. I tried this awkward method but even that didn't work for me. It goes straight to the regular booting and there it gets stuck all the times because of Blue screens. That's why I was looking for the F8 option or something alike for Safe Mode.

Why in Windows 10 Microsoft has disabled the F8 option for going to safe Mode when booting, as it was in Windows 7, XP, etc. ?? The options in Settings or by msconfig for Safe Mode are useless when the Windows 10 can't load because of some problem.

Depending on what manufacturer you have, those startup options may be disabled in the BIOS. If you can get into your BIOS (pressing esc on boot up, and the option should display) we can try to turn them back on.
What’s the make and model of your PC? Click start, and type “system” and open system information. Next to system model you should see the model we need. I’ll try to find exactly where it would be so you’re not hunting around in there.
Also, other routes for safe mode, in case you wanted to know.
Click the Start button, then choose Settings .
Select Update & security > Recovery.
Under Advanced startup select Restart now.
After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart.
Then choose safe mode.
You can also do this at the login screen. while holding the shift key down, click the power button, and then restart. It should boot up to advanced options.

Got how to do it. You need to do the following only once in the regular Windows and then each time when booting, the Safe Mode option and others (as you set above) will be available without the F8.
I found it in the following page which I think explains the best how to do it among several pages dealing with this issue. Just one minor thing is that in my version of Windows (1709), the <-1> option for time is not available. I guess Microsoft has dismissed in the new versions of Windows 10. Find all here:

I have Dell Vostro 3668. I can't use the Settings etc. for choosing Safe Mode as I can't load Windows because Blue Screens are appearing before the Windows gets loaded. That's why I was looking for the F8 or alike options when booting. As far as I have checked in my BIOS, I haven't seen any Safe Mode option. But correct me if you have another findings.
