I have a Toshiba satellite laptop running Windows 7 that I bought from a friend.  I have had it one night and it was connected to my wifi and now it will not.  I have troubleshooted various methods to attempting to turn on the wifi, there is no external switch on the sides to turn this on.  And I can disable and enable the wireless network connection in control panel, but it still will not connect.  Help?

The wireless "switch" on your Toshiba laptop probably is a combination of the Fn key and one of the F keys (there usually will be a "radio antenna" symbol on the F key, which probably is the F8 key).  Press the Fn key and you should see an on-screen display of the F key options.  Either click the "wireless" icon with your mouse or press the indicated F key (while still holding down the Fn key).

Some Toshiba Satellite laptops ALSO have a switch on the front edge of the laptop.

When the wireless enabled, can you see any "available wireless networks" by clicking the icon in the Taskbar near the clock display?

First if you have a device that you can turn on a hotspot, turn it on, if it connects to the hotspot it is probably the router if it doesnt connect to the hotspot its your wireless card, then you can simply try installing and reinstalling the adapter, still doesnt work just get a usb wireless card. I install internet for a living have had several where all other devices would connect but the computer wouldnt did all troubleshooting steps still wouldnt work i swap to a different router comes up no problem

    Negative.

But i figured it out.  This toshiba laptop turns the wifi off for no reason, randomly.  No external switch and the function key is bullshit.  So i had to go into my program files locate the toshiba folder and find the program initially programmed to the function key, and do it manually, as there seems to be an issue with my function keys that i dont care to fix.  Anyways.  Fixed it.  Thanks.

If you can live with it as is, you're done.  Good job.

If you want to experiment a bit, go to the Toshiba support site, put in the identifying info for your specific unit, and see if there's a download for the software that runs the function keys.  It's possible, but not certain, the re-installing that program will get the function keys working again.
