My brother who is a computer engineer and works in IT suggested it because he thought the power supply might be the problem. He said that the 2.5" drives use less power and therefore might be able to boot more easily. This is a temporary solution, and a test. I have ordered a new power supply but because I live outside the US I won't be able to pick up the power supply until next month. I hope to reinstall the original 3.5" drive once I have the new power supply installed. Hopefully that was the whole problem. ? It still boots a little slower than it should but previously it would not boot at all... I also installed a new cmos though that didn't seem to be a problem until just the past couple of days (the date and time remained correct even without power until then). Canadian Tech--error message "issue initializing HECI" at boot, sometimes won't boot
I have an i5 dell optiplex 980 with 8gb of RAM, and a TB western digital hard drive that SMART tests as "good" (purchased new about 1 year ago. ) Recently it has been giving me trouble booting up, and occasionally crashes with a bsod. This usually happens when I have facebook open, and outlook is usually open too. The memory tests as pass on the internal F5 tests. It always (since purchase used) requires that I press the F1 button to boot, supposedly the "front panel cannot be detected" I don't find why. Anyway, I run windows 7 home premium 64 bit and follow your advice on updates (none after 2014). When it doesn't boot I get just a cursor. If I press the power button and kill it it almost always boots the second time, though not speedily. I sometimes get a message saying there was an "issue initializing HECI" but then it boots. The bios on this machine is A06 which should probably be updated but I haven't done it for fear of messing up a mostly functioning machine.

I used to keep papers and junk piled on top and that may have caused cooling problems in the past? The fan works fine and usually once this boots I have no issue, but have had bsod about 6 times in the past few months, the last just a couple of days ago.

This was a problem since I bought the machine a year ago... as for the other, my brother has been giving me advice and I think it is a problem w the power supply. I put in a clean 2.5" hard drive and was able to install windows 7 and it works much better. It still doesn't boot as fast as it should, but it boots. The 3.5" hard drive I took out seems ok too. I smart tested it previously (crystal) and it came up good and I was able to download files from it to another machine without problems... Thanks for all your help!

Using administrative command prompt copy and paste this whole command.
Make sure the default language is English so that the logs can be scanned and read.

There are two files for you to find manually:
a) C:\Windows\MEMORY.DMP
Use file explorer > this PC > local C: drive > right upper corner search enter the above to find results.
b) dxdiag:
In the left lower corner search type: dxdiag > When the DirectX Diagnostic Tool opens click on the next page button so that each tab is opened > click on save all information > save to desktop > post one drive or drop box share link into the thread

I did find the last 2 items he/she suggested, but they won't copy and paste... well I guess the DxDiag would if it is open, but the memory dump won't, and I can't open it, I don't know how

2018-11-11T14:58:45+00:00 The front panel problem sounds like a wire that is loose or missing. Search for the case itself. you may find some tips and instructions for assembly of the system.
One solution you might try. I spent more than a year tracking this down on a system:
The SATA cable that connects from Mobo to drive. The connection was not a good one. I bought a new SATA III cable. It has a clip that clamps the connection better. These are not expensive. Pay attention to the shape of the ends: right angle or straight and length.
