Windows 10.

I need to connect to devices with a ethernet connection ( wired or wi-fi) but without internet access on either side.

Presently, it shows the connection, with a comment NO INTERNET... when I try to log in with a browser it will not recognize the connection.

The result of ipconfig shows that your IPv4 address (192.168.10.5) is on a different subnet from the one you indicated for the router (192.168**.100**.254). So the 2 devices can not talk. The ip addresses must be part of the same subnet. For example: ip address of the router, as from your screenshot, 192.168.100.254, the ip address of your pc must be 192.168.100.5 or 192.168.100.6 or 192.168.100.7 etc. To remain on the same subnet the first 3 fields 192.168.100 must not change.

Did you wrong in the example or really the address of the Netgear router is 192.168.100.254?

    OK.

Right now I'm doing a small test.

I have my LT connected to a Netgear router with a Ethernet cable. The router isn't connected to the internet.

I need to access the settings page on the router to change my password (Just an example)

On the PC it the connection appears as "Unidentified network" "No internet". It seams normal. I don't remember the exact words, but that's the response I got before.

When I try to access the router on the browser it tells me "You're not connected"

    I try several https://learn-attachment.microsoft.com/api/attachments/a84d85b9-94c7-4b2a-95a9-38b19c96fce9?platform=QnA"https://learn-attachment.microsoft.com/api/attachments/a84d85b9-94c7-4b2a-95a9-38b19c96fce9?platform=QnA" rel="ugc nofollow">

Try following one by one. Skip a step which you have already tried.

    A. Run Internet Connections / Network / Hardware & Devices Troubleshooters

    Windows Key+I > Update & Security > Troubleshoot >

    1. Click Internet Connections > Run the Troubleshooter
    2. Click Network adapters > Run the Troubleshooter
    3. Click Hardware & Devices > Run the Troubleshooter

    B. Head to following Microsoft Help Link and execute the steps there

    https://support.microsoft.com/en-us/help/10741/...

    C. Run Built-in & Guided Walk through Windows Update troubleshooter

Built-in : Windows Key+X > Click Settings > Click Update & security > Click Troubleshoot > Click Windows Update > Click Run the Troubleshooter

    Guided Walk though - https://support.microsoft.com/en-us/help/10164/...

    D. I would recommend that you perform a Windows 10 repair upgrade. Repair upgrade fixes all Windows errors and retains all files, applications and settings. (You will not lose any data while backup is a good idea) Below is a good guide to perform repair upgrade

It WILL NOT GET an INTERNET connection...

    For example:

I need to communicate with a navigation system witch operates in a ethernet network, but without Internet.

I have an IP address Gateway, etc

I'm doing it for over 15 years. I did it with my present PC not long ago. Something changed on the last software updates.

I tried with different PC's and browsers, but of no avail...
