Index.dat is a normal part of the operating system. If you don't want to see it, don't enable hidden files.
To disable hidden files:
File Explorer -- View ribbon -- Show/hide group -- remove the check mark from 'Hidden items'

All of a sudden I see an index.dat file on my desktop and a bunch of folders that I don't know about? Any ideas what this could be?
I virus checked my pc, it's clean. I deleted most of the folders as it filled my desktop with it.

Index.dat is not a normal or system file that you would expect to see on your Desktop and that solution above about hiding files is incorrect . . .
Delete all those folders and that Index.dat file and check to see if those stay deleted or if they start to return . . .
If they stay deleted after a restart, you are good to go, if not we will need to look into this further for you . . .
Maybe you need to look into this for yourself ... like on the internet.
