Windows 10 doesn't close apps on Shutdown or Restart

I'm in my second day of running Windows 10 on my old computer.  I've noticed that when the computer comes up after a shutdown or restart, all the windows that had been open are open again, at the place where I was.  As if they'd never closed.  Can I fix this?  The info when I hover over Shutdown or Restart says "closes all apps."

    Hello LaurelS,

    It seems this is known issue from Windows 10

    With the release of Windows 10 version 1803 (the April 2018 Update), Microsoft modified the wording within that Privacy option to emphasize that it will "reopen my apps" if it is configured to be On.

    Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart.

    Go to Settings - Accounts - Sign-in

    Go to Privacy and turn this option off 'Use my sign info to automatically finish setting up'

    Open the Settings App (gear icon on your Start Menu)

    Go to Accounts - Sign In Options

    At the bottom check that this option is turned off:

    Hi Laurie, please check this setting:

    Open the Settings App (gear icon on your Start Menu)

    This setting within Accounts - Sign In Options no longer has any effect over this "Feature"

    This is Microsoft's pathetic attempt at being like MacOS. MacOS also has a feature like this, but unlike Microsoft, Apple at least gives you the option to disable it, and I do. This is the most frustrating of features imaginable, right up there with the blatant advertisements baked into Windows. To force these "features"onto people without a way to turn it off is really annoying and are sending droves of people into the arms of Linux and MacOS.

    Did any one of the "geniuses" at Microsoft ever consider the following?

    1. People who use VPN clients and don't want network traffic exposed? Well that's exactly what happens when all your browsers open up before your VPN client has a chance to load.
    2. People who run resource intensive applications. Remember that ridiculously large spreadsheet you were working on? Well guess what you get so sit here for 10 minutes while Windows tries to load excel and everything else at the same time.
    3. People who shut down their system in a hurry for....reasons, then everything just opening back up when the user logs back in. I foresee a lot of issues coming from this.

    No, they didn't consider any of this, because Windows as a product is no longer making money. This means we users are more of a commodity than a customer. They don't care what the non revenue generating users want, just how the OS can get more ad clicks and make that dollar!

    WORKAROUND:

    As I said before, there is no way to disable this "feature" However, there are some ways to AVOID Windows 10 doing this.

    1. Close all Programs before Shut Down/Restart.
    2. Shut Down/Restart from the ALT+F4 Menu.
    3. Shut Down / Restart from Command Prompt.
    4. Create a custom Login Script.  

    I have worked in IT for nearly 20 years and have until most recently been a Microsoft backer. Well you have lost me, and many others. If it was not for PC as a gaming platform many of us would have already embraced Linux. I hate Apple for other reason's... both companies have become just awful

    Keep pulling moves like this and see what happens....
