I just installed Photoshop Elements 2018 on one laptop that has Windows 7 and another laptop that is using Windows 10. The plugin for ON1 Photo Raw 2019 in Photoshop Elements using Windows 7 works fine, but the Windows 10 version on the other laptop says it could not complete the ON1 Develop 2019 command because of a disk error. Is there a fix in Windows 10 that can be made so the plugin will work on the laptop with Windows 10? That is only difference between the two computers so it must be due to a glitch in Windows 10. Any help would be greatly appreciated.

The error message reads: "Could not complete the ON1 Develop 2019 command because of a disk error."
One of the things I tried earlier was to to do what you suggested; move the plugin file to the main folder. I thought that was going to work because those files were in the main folder on the Windows 7 laptop, but not in the Windows 10 laptop. After I added them, I restarted the computer, but when I opened Photoshop Elements 2018, the plugin still didn't work. I know they're installed because when I open Photoshop Elements 2018 I can see during initializing that the plugin is installed. Somehow, it's just not recognizing it.

Have you checked for an update for the plugin?
Right click on the .exe file > Select Run As Administrator
You might also try moving the file from plugin to main folder
