How do I create a bootable cd in order to wipe a hard drive

Have an old pc that Ineed to discard and want to wipe the hard drive. dont care if it boots afterwards.

Only have a cd/dvd player in the system.

If I could make the cd bootable with the dos commands, I could just format C:

    On a Windows 7 PC you create a Windows Repair CD via the Control Panel / Backup and Restore.

    On a Windows 10 PC you run the command RecoveryDrive.exe to create a bootable flash disk. Do NOT copy the system files.

    You can use either to boot into repair mode, then open a Command Prompt and clean your disk. Diskpart.exe would be much better than format.com.

    To manipulate/edit/format/etc only one utility can do this,it's from the HD mfg web site,it is a MS-DOS utility..Download to a cd,follow instructions/once thru,restart pc/enter BIOS/install cd/set to boot to cd (1st boot priority) HD 2nd/save & exit BIOS..All HD mfg have this DOS utility,& it will do about all one needs.Once all is thru,shutdown pc,maybe re-enter BIOS,install Win OS cd,boot to cd,follow Win installation menu,this is a Clean install...
