I've been trying to change what I thought was my lock screen and I even have it set as such:
However, when I turn my computer on, I always have this (or sometimes is the lake/mountains scene):
The roses picture shown on my lock screen settings is what I want on my welcome screen. I did see articles stating the difference between lock screen and welcome screen, and instructions on changing the welcome screen but they involve admin permissions on the default background pics and it is too confusing.

OK: Played around a bit and here's what finally worked for me:
In the Lock Screen menu, I set to Slideshow.
Under Choose Album for Slideshow, I selected a folder I created, labeled Computer Backgrounds (with the desired photo in that folder.)
Restarted computer twice to test, it worked both times.

Tried this solution and the one above yours; neither works. Both mention setting lock screen to Windows Spotlight "which displays a randomly generated image from the Bing search engine" and that's not what I want. I just want the rose pic from my computer. The above webpage mentions selecting a picture from the computer, but all that does is change the Lock Screen background-not the Welcome background. I never see the lock screen anyway because I have the computer set to not require a password to sign in.
