I want to link iCloud to my PC. But I've changed my user Apple user ID; Microsoft won't let me reset the user ID--only the password.

Hi Jackie, I’m Virginia an independent advisor here.
Open iCloud & choose sign out, this will allow you to sign in with the new ID. You can do this via taskbar by clicking on the chevron bottom right & clicking on the iCloud icon or if it is already on the notification area then Just do the same - click on the icon.
