heif image extension - windows 10 1803

I tried to download the image exension from the microsoft store for both hevc and heif. The hevc one installed, but the heif image extension says i own it, it won't let me uninstall it, but it shows an ! in the store entry, and it doesn't work. 

It does not show up in the apps listing nor in the control panel programs and features... I can't view HEIC files, it gives a link to download the "codec" from the microsoft store, which doesn't work. 

I have a different windows 10 machine where these work fine... it's my main production machine that is failing.

I don't know what to try next.

    You will also need to install the HEVC module.

    Follow these steps:

    1. launch powershell
    2. Set-ExecutionPolicy Unrestricted
    3. Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

    Restart your system

    I have the same exact issue.

    The app doesn't seem to be compatible with the current version of Windows and the minimum requirement is Windows 10 version 17763.0 or higher. I believe this version is still not available for general public to update as it takes me to Windows Insider Preview page.

    So I guess we have to wait until MS rolls out their new Windows update and then we can use this HEIF codec.

    The app has no "uninstall" or "repair"

    I am working through the article, and so far I'm not finding it... doing the troubleshooting store apps now...

    It doesn't show in the list of installed apps, only in the "store"  "my library" and won't let me reinstall it.... install is greyed out.
