Connection resets on certain websites, how do I fix?

I didn't touch my computer throughout Winter Break, when I got back I noticed that some websites wouldn't connect. Temp fix is to spam refresh until it reaches the page. Laptop is a Dell XPS 15 (2017), running regular Windows 10. 

Problem:

Certain websites will display a "connection reset / could not securely reach website" error. The error is consistent throughout Google Chrome, Microsoft Edge, and Internet Explorer. It's always the same website and time doesn't fix it. I found that spamming the refresh button fixes the problem temporarily. The website pings and is traced successfully but is not connected to. The problem is only on my laptop, other devices are unaffected which leads me to believe it's an OS issue.

Attempted unsuccessful fixes:

- Firewall. Turned it off, added websites to trusted, checked if there's a proxy, checked blocked list. Firewall does not seem to be the problem.

**- Internet Options.**Messed around for like an hour, checked if there's something preventing connections, cleared IP list or something through the command prompt. Doesn't seem like internet settings are the problem.

  • **Updating drivers.**Updated drivers, no fix, though I will note that a network adapter had an orange triangle for a little bit but it just went away(?).
  • Running Support Assist (Dell's 'tuneup/cleaning' service)

I tried everything I could find online expect cmd prompt stuff.

I would appreciate any help and will provide any other required details. Thank you so much!!

    1. What’s the complete error message that you are receiving when you try to access the website using Microsoft Edge and Microsoft Internet Explorer?
    2. Were there any changes made to the operating system recently?

    Method 1: Run the Internet Connections.

    1. Click the Search icon.
    2. Type “settings” (no quotes), then hit Enter.
    3. Click on Update & Security
    4. Under the left bar menu, select Troubleshoot.
    5. Select Internet Connections, then click Run the Troubleshooter.
    6. Fix the problem by following the on-screen instructions in the troubleshooter

    Method 2: Try Internet explorer optimization.

    1. Press Windows Key + R to open Run windows
    2. Type inetcpl.cpl and click OK
    3. Delete Browsing history, Click delete -> delete browsing history -> select all options -> click delete. This will remove all temporary files, stored passwords, browsing history and cookies.
    4. Select Security tab, Click “Reset all zones to default”. This will reset all zones to default settings.
    5. Select Privacy tab, Click “Default” tab under settings. If the option is greyed out, it means it’s already selected. There is also an option “turn on pop up blocker”. Make sure it is turned on. It will block unnecessary popups.
    6. Select content tab, Click “clear SSL state”. You will get a confirmation window. This can be helpful when you have issues related to logging in secured website.
    7. Select Privacy tab, Click “Default” tab under settings. If the option is greyed out, it means it’s already selected. There is also an option “turn on pop up blocker”. Make sure it is turned on. It will block unnecessary popups.
    8. Select content tab, Click “clear SSL state”. You will get a confirmation window. This can be helpful when you have issues related to logging in secured website.
    9. **Select Connection tab,**Click LAN settings. Make sure there are no entries inside Address box which is located under “use automatic configuration script” option (Certain software which is used for boosting dial up connection use this option. In that case, you can leave it the way it is)
    10. **Select Programs,**Click “Manage add-ons”. Add-ons give additional functionality to the browser. But it can also interfere with the smooth function of the browser and sometimes crash your browser. Go through the list of add-ons. If you find any suspicious add-ons, click and disable it.
    11. **Select Advanced tab,**these settings might get changed because of malware attack or some changes in software settings.
    12. Click Restore Advanced Settings and Click Apply.

    Disclaimer: The ‘Reset Internet Explorer Settings’ feature might reset security settings or privacy settings that you added to the list of Trusted Sites. The ‘Reset Internet Explorer Settings’ feature might also reset parental control settings. We recommend that you note these sites before you use the Reset Internet Explorer Settings feature.

    Method 3: Repair Microsoft Edge.

    1. Click the Search icon.
    2. Type “settings” (no quotes), then hit Enter.
    3. Click on Apps
    4. Under the left bar menu, select Apps & features.
    5. Check for Microsoft Edge entry and click on the same. You should now see Advanced options link.
    6. click the Repair button
    7. Restart the PC once you repair your PC.
    8. If you still has issues, I suggest you to reset Edge.

    Disclaimer: The ‘Reset Microsoft Edge Settings’ feature might reset security settings or privacy settings that you added to the list of Trusted Sites. The ‘Reset Microsoft Edge Settings’ feature might also reset parental control settings. We recommend that you note these sites before you use the Reset Microsoft Edge Settings feature.

    I suggest you to follow Restore from a system restore point section from this article on Recovery options in Windows 10.

    If you are facing issue with Google Chrome, I suggest you to contact Google help to fix connection errors using this refer article on Google Chrome Help. And also refer this article on How to reset the Hosts file back to the default.

    If you still facing this issues, I recommend you to try changing the DNS setting. Follow the below steps, and check if that helps.

    Change the DNS settings.

    1. In the search box on the taskbar, type control panel and then select Control Panel.
    2. Control Panel > Network and Internet > Network and Sharing Center: Click on Change adapter settings.
    3. Right-Click then connect and select properties.
    4. Change the TCP/IPv4 settings
    5. For primary DNS Use 8.8.8.8 or 208.67.222.222
    6. Open search box and type Cmd, it will open command prompt
    7. Then Right click on command prompt and Run as Administrator
    8. Copy and paste ipconfig /flushdnson the command prompt

    1. *Are you connected to public or private (Home) network?*Public.(doesn't seem to make a difference though)
    2. *Which antivirus is installed on the computer?***None.**I use the default Windows Defender.
    3. *Is this issue website specific?***Yep.**But it doesn't seem to be the websites fault, I can connect to them on my phone on the same network with no issue.
    4. What is the version of Windows 10 you are using? You can refer this article to  Check for operating system information in Windows 10. **Windows 10 Home,**running 64 bits, version 1803, and OS build is 17134.523.
    5. *Which websites are you trying to access?*Pastebin.comis consistently down.

    I tried method 2 & 3, no changes. Attached ping request screenshot, couldn't reach tumblr but reached pastebin fine. 

    Absolutely dumbfounded, no idea what this could be. I would imagine it's a network issue but all my other devices have no issues at all.

    My speculation is that for some reason the browser isn't getting enough data so certain websites timeout. It would explain why refreshing fixes it, I also noticed that sometimes images don't load up at first refresh.

    I understand that it can get difficult if the devices are not working as expected. I see that you have tried few steps that might help us. However, we can go ahead and try few steps to see if we can resolve this issue.

    1. Are you connected to public or private (Home) network?
    2. Which antivirus is installed on the computer?
    3. Is this issue website specific?
    4. What is the version of Windows 10 you are using? You can refer this article to Check for operating system information in Windows 10.
    5. Which websites are you trying to access?

    Method 1: Ping the address through command prompt.


    You can try pinging the web address through the command prompt and let us know the results.


    1. Tap on the Windows key on your keyboard and type Command prompt.
    2. Right click and Run as administrator.
    3. Type: Ping sslvitlans.tumblr.com

    If the issue is with the website, you will see the result where Received packets will be 0 or it will be Request time out. Post the screenshot of the result.

    Method 2: Run these networking commands.

    1. In the search box on the taskbar ,type Command prompt
    2. Press and hold (or right-click) Command prompt, and then select Run as administrator, and click on Yes.
    3. Run the following commands in the listed order, and then check to see if that fixes your connection problem:
    • Type netsh winsock reset and press Enter.
    • Type netsh int ip reset and press Enter.
    • Type ipconfig /release and press Enter.
    • Type ipconfig /renew and press Enter.
    • Type ipconfig /flushdns and press Enter.

    Method 3: Perform network reset to reinstall network devices.

    1. Select the Start button, then select Settings > Network & Internet > Status > Network reset.
    2. On the Network reset screen, select Reset now > Yes to confirm. Wait for your PC to restart and see if that fixes the problem.

    Note: Network reset might set each one of your known network connections to a public network profile. In a public network profile, your PC is not discoverable to other PCs and devices on the network, which can help make your PC more secure.
