The fact that it works in Safe Mode tells me it's a service or app in the background causing the issue. Could you try clean booting?

My Period button does not work on keyboard but if i press shift and period > works and ive tried a few different keyboards. I have to use the number pad one and its quite annoying....

2019-02-21T21:41:35+00:00 If button works in another account this may mean current account is damaged. The simplest solution is to work in another account. Otherwise you may look at differences between Current User settings in registry and it is not easy job unfortunately.

Firstly, I would see if the troubleshooter fixes the issue. Click Start and type "troubleshoot" then select the first result. Scroll down and choose Keyboard, then run the troubleshooter to see if it resolves the issue.
Otherwise, try resetting your keyboard settings:

Can you try this key on another keyboard layout e.g. Russian where this key has a letter?
Does problem occur on screen keyboard?
Please try to create new user account to verify a problem.
And please look into registry HKEY_CURRENT_USER\Keyboard Layout for any suspicious records.
