Windows problem reporting can't stop !!

Hi there 

In the task manager there is a software that name is windows problem reporting . It consumes a lot of network traffic and it makes problem in online game and vpn connection . I searched for solving this problem so i disabled this feature from services in control panel but it's still running !! I have to click on the end task every time I turn on the computer . it's nerve racking 

I check that on other computers but it' never appear on the task bar anymore 

What i have to do ?

Windows for home | Windows 10 | Settings

    Did you disable the service?

    To do this go to search and type services.msc and open it.

    Go to Windows Error Reporting Service.

    Open it and set it to disable and stop the service.

    I saw that page but it's not work well for me . after added the disabled keyword to the registry nothing happened to the windows problem in maintain and it's still on . Can you help me more about that ?
