Same problem for me. I found out what it was. Its ReLive. As soon as I disabled "Record desktop" it stopped the insane usage and disappeared from the task manager. http://prntscr.com/m9fj7j

Your best option is to uninstall and then re-install the software ans device driver for your ATI graphics card - the best driver, should be the one available from the support page fr your device on the Manufacturers website . . .
