OK, it was the stupid overweight driver package for this supposedly superior bluetooth LogiLink adapter, that installed a ton of useless stuff without asking me. I Shut off one of its processes with "OSD" in it's name (assuming it meant On Screen Display) and it worked. No more pop-up.
Windows 10 - disable caps lock notification
It's Windows 10 on my desktop. Whenever I press a Caps Lock (or any lock) I get this brief notification in the corner. By itself, it's harmless, but when I'm playing a game, this causes the game to be minimalized. How do I turn this off?

Windows does not have a Caps Lock indicator as part of its functionality, that is provided by a utility provided by the manufacturer of your PC
Go to the Alphabetical list of apps on your star Menu, scroll down to find the folder named the same as the manufacturer (HP, Toshiba, Dell . .. etc.)
Find their utility that has the Caps Lock setting and turn it off form there . . .
If you have any trouble finding that, please list the Make and exact Model No. of your PC - that will be on a sticker on the bottom casing . .

go to Control Panel -> Display -> Screen Resolution.
Click on Advanced settings.
Click on the On-Screen Display tab.
Choose whether to have the indicators show for a few seconds or always show the indicators.kinds Regards

2019-01-14T22:18:37+00:00 Hi, I tried following the advice about the control panel, but I can't get there. Do you mean the windows 10 settings panel or the legacy control panel? Both seem to lack the options you mention.
The problem is solved for now, but I'd like to know how to get to these options you mention, it might be handy in the future.
