PLEASE NOTE BEFORE YOU ANSWER THIS QUESTION THE DETAILS OF MY VERSION OF WINDOWS IS AS FOLLOWS

WINDOWS 10 HOME. VERSION 1809 OS BUILD 17763.316

IF YOUR "SYSTEM" DOES NOT MATCH THESE - PLEASE DO NOT ANSWER THE QUESTION AS YOUR ANSWERS WILL NOT WORK. 

I have no idea what happenned, but suddenly I have discovered that if I try to change the background of my screens or colours back to the original factory settings the following notice always comes up and I CANNOT CHANGE ANYTHING.

"Background is currently turned off by Ease of Access settings"

I have looked at ALL suggestions as to how to fix this but NO ONE has given an answer that WORKS.

All that happens is that the problem gets worse.

e.g. the colours set up are either too bright of at variance to each other that it is impossible to read.

Grey scale does not work properly.  High definition messes all the colours and any attempt to put a picture on the screen fails as a result of the above message.

The descriptions given bear NO resemblance to what I see on the screen.

Has anyone else met this problem with the above numbered build and if so, how did you resolve the problem.

    Hello Andre,

    Thank you for your kind reply, it IS appreciated.

    As I said earlier, I had tried some of your ideas for solving the problem.

    It occurred to me to take a look at the settings on another laptop of similar build.

    The following "seems" to have solved the problem and as a result I pass this along in case others might like to try it before following your path.

    1. Goto Windows icon on bottom left of screen and click on it

     1a. OR if you prefer Windows + X

    1. Either click on cog (settings) OR select "Settings" from result in 1a.
    2. Look for "Ease of Access" and select it
    3. It "normally" opens with "Display" - but if not LOOK for "Display" and select it.
    4. Look at the detailed section on the RIGHT hand side and scroll down to "Simplify and personalise Windows"
    5. Look for "Show desktop background image" (just below "Show notifications for" and the box that is set for about 5 seconds)
    6. LOOK for the switch. - Turn it to OFF.
    • You will know that it has changed since the background will then change also.

    ( if you previously had a picture selected, it will now show in the background)

    1. Press the "HOME" icon at the top of the display on the LEFT - Windows Settings Menu should now appear.

    9.  Select "PERSONALISATION" from the menu.

    If all is well the message" Your background is currently turned off by Ease of Access settings" will have disappeared.

     That's it.

    AS I said it worked for me after many hours of frustration.

    Press Windows key + X

    Click Windows PowerShell (Admin). 
    
    
    
    At the command prompt, type the following, hit Enter the restart. 
    
    
    
    PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage \*immersivecontrolpanel\*).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"
    

    or

    Run the following troubleshooter:

    If those options don't work...

    Run the Start menu troubleshooter:

    http://aka.ms/diag_StartMenu

    If that does not work:

    Press Windows key + X

    Click Task Manager

    Select the Processes tab

    Scroll down to Windows Explorer then select it

    Click Restart

    If that does not work:

    uninstall your display driver:

    Press Windows key + X

    Click Device Manager

    Expand Display adapters

    Right click the current display adapter

    Click Uninstall

    Exit Device Manager

    Restart

    Still not working...

    Which Antivirus utility do you have installed?

    Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

    Dism /Online /Cleanup-Image /CheckHealth

    Dism /Online /Cleanup-Image /ScanHealth

    Dism /Online /Cleanup-Image /RestoreHealth

    Also run the System File Checker utility:

    Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    At the Command Prompt, type: sfc/scannow

    This will check for any integrity violations

    Restart your system

    Check if you are now able to access the Ease of Access settings.
