Screen dims and brightens every few seconds

The screen on my Dell Inspiron 5555 laptop keeps dimming then brightening every few seconds.  I'm running Windows 10 with the October 2018 update.  I've tried to adjust the battery settings, the power mode, and the brightness, but I've had no luck solving the problem.  Is this a Windows issue or a hardware issue?  Do I need to replace the battery or use an external monitor?  It's driving me crazy and really hurting my eyes.  Please help!  :)

    Hello ELF,

    One possible cause could be if you have "Adaptive Brightness" enabled. You could check and turn it off using an option in the tutorial below to see if this may be the issue.

    In addition, check to make sure you have the latest graphics driver installed.

    Another possible setting to look at is to see how many minutes you have set for turning off the display, and your "Dim display after" setting in Power Options. By default, the screen will dim 10 seconds before the specified turn off display after time. If you have the turn off display after time set to one minute, then it could dim on idle and brighten on activity like this.

    Hi,

    My name is Angel. I am an Independent Advisor. Thank you for posting in Microsoft Community.

    Press Windows key + X

    Click Device Manager

    Expand Display adapters

    Right click the current display adapter

    Click Properties

    Click Driver tab

    Click Rollback driver if the option is available

    If not

    Right click the current display adapter

    Click Uninstall

    Check the box that says, "Delete the driver software for this device.”

    Exit Device Manager

    Restart

    Go to Start -> Settings -> Update & security, then Check for updates and install any available updates.

    I'm Stefano an Independent Advisor, here to help you.

    Please try this procedure:

    1. Type "cmd" in windows search bar
    2. Right click on "Command Prompt"
    3. Select "Run as Administrator"
    4. Type "sfc /scannow" without quote and press ENTER

    Then:

    1. Press WINDOWS + X
    2. Click on "Device Manager"
    3. Click on "Display"
    4. Right click on your display
    5. Click on "Uninstall device"
    6. Click on "Detects Hardware change" (monitor icon)

    See if the problem is stille here and please let me know if you need more help or the problem is solved.

    Thank you!  I did what you suggested and no dice.  Its not just dimming though.  The slide bar that appears when I click the battery icon in the bottom right corner of the screen is randomly moving back and forth.  It looks like its cycling every few seconds between charging and not charging.

    I shut down, took off the battery, plugged in the ac adapter, and rebooted.  Then I uninstalled software under device manager>battery, shutdown again, reinstalled the battery, and restarted.  The battery charged up to 68% then the screen started dimming again. Will try the fix suggested by the other respondent.  I'm also trying to charge fully, drain fully 3 times.  If you have other suggestions, feel free!  Thank you!
