seems different WIN10 version has a different meaning about this.
some WIN10 version can establish L2TP OVER IPSEC without change this registry, but some WIN10 version can't. I wonder whether it's a bug for some special WIN10 version.

I want to establish l2tp over ipsec vpn on WIN7, but it failed. I googled and changed registry ProhibitIpSec to 1, it works fine.
but when I use WIN10 establish l2tp over ipsec, it didn't work even if I changed ProhibitIpSec to 1. seems on WIN10, prohibiIpsec means didn't allow IPSEC established.
what does ProhibitIpSec mean in WIN7 and WIN10? did the meaning changed between these two version?

Basically setting that registry value to 1 disables IP security on your system . . .
