    Hi Nemo

That file is associated with Windows 10 Security center, since it is a system file it is not downloadable, please try the following fix:

Click your Start Button, then just type cmd

From the resulting list, right click Command Prompt and choose 'Run as Administrator'

Paste this command into Command Prompt and hit Enter:

    sfc /scannow

When that completes, paste this command and hit Enter:

    dism /online /cleanup-image /restorehealth

That command will take time to complete, when it does, close Command Prompt and restart your PC

    Hi Nemo,

I am Vijay, an Independent Advisor. I am here to work with you on this problem.

Do you get this error when you start your computer? Can you post a screenshot?

This is in general associated with Windows Defender and other AVs. Can you try to manually update Windows Defender

Download the files (.exe) from below link and double click on them install.

Try running SFC / DISM and check after this

    Hi Nemo

Open Task Manager (Ctrl + Shift + Esc)

In Task Manager, chose File - Run New Task

Tick the box marked 'Run Task with Administrative privileges)

Type cmd in the box and click OK

That will open command Prompt for you, from there run those commands and then restart your PC . . .
