Display Issue with error message: no signal detected on Secondary monitor, Dual monitor set up, Windows 10.

As the title says, I'm having an issue where the second monitor in my set-up won't display in Windows. 

Configuration:

Motherboard: Asus Sabertooth A170 Mark 1

CPU: Intel i5-6600K

GPU: ASRock Phantom Gaming Radeon RX590 running Radeon Adrenalin 19.2.2

Monitor 1: Alienware AW2518hf (connected w/ DP)

Monitor 2: BenQ GW2765 (connected w/ HDMI)

Windows 10, fully patched

Problem description:

As soon as the loading screen for Windows appears, the BenQ monitor goes black and I get a "no signal detected" message.  From that point forward no image ever displays and no setting changes are ever reflected on that monitor.

When in windows, both monitors are detected by the OS and the Radeon Adrenalin software.  They can both be seen under "Display Settings" with all the dual monitor options available and configurable.

Steps I've already taken:

1 - Verified that all connections were secure (yes it's plugged in lol)

2 - Plugged the BenQ into another port on the graphics card

3 - Completely re-installed Windows

4 - Completely re-installed the Radeon drivers

5 - Voodoo Sacrifice...

6 - And now I'm here.

I don't understand how it works perfectly in the BIOS (so I know hardware wise it's good and connections wise it's good) but then it goes totally out when Windows starts.   With a fresh install and all new drivers, I'm not sure what else to try.  Any help is greatly appreciated.

    We understand how difficult it could be and we truly appreciate for the detailed information, time and effort that you have taken to work on this issue. However, could you please let us know, was it working earlier? If yes, was there any major change on your system prior to which you weren’t facing this issue?

    In the meantime, we would suggest you to follow the steps mentioned below and check if it helps.

    1. Go to Settings > System.
    2. Click on Display on the left pane.
    3. Click on Advanced display settings link on the right pane.
    4. You would see Display information for both the monitors.
    5. Click on Display adapter properties for Display 1 and Display adapter properties for Display 2 link.
    6. Check if the Screen refresh rate is same for both the display, if not please change either one to set them to same. Then click on Apply > OK.

    We apologize for the delayed response, as we were working on this issue and thank you for the detailed information. In this case, could you please let us know, does BenQ monitor works fine in single monitor setup?

    We would also suggest you to follow the methods mentioned below and check if it helps.

    Method 1: Update Chipset driver and BIOS.

    Please get in touch with motherboard manufacturer Asus Sabertooth A170 Mark 1 and try update Chipset driver and BIOS.

    **BIOS Disclaimer:**Modifying BIOS/ complementary metal oxide semiconductor (CMOS) settings incorrectly can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk.

    Method 2: Uninstall and re-install display drivers.

    1. Open Device Manager.
    2. Click on View and Show hidden devices.
    3. Check if there are any greyed out drivers under Display Adapter.
    4. If yes, right click on the same and select Uninstall.
    5. Make sure to check the box behind Delete the driver software for this device.
    6. Perform step 4, 5 for the display driver installed on your computer.
    7. Restart the computer to complete the process.
    8. Then try downloading and installing form ASRock Phantom Gaming RX590 and check.

    Method 3: Install WHQL driver for the BenQ monitor.

    1. Download WHQL driver from BenQ GW2765HT WHQL Driver.
    2. Then try installing the driver and check if it resolves the issue.

    Still looking for any help.  I can't seem to find anything that's "wrong" outside of the inability to display on both monitors once Windows loads.  Any help is greatly appreciated.

    Thanks for the reply, as it turns out I did have different refresh rates, and have changed them to both reflect 60hz.  I also followed the steps in both links you provided. But there's been no change.  

    However, I did notice a Warning Event related to the BenQ monitor that my be relevant while in the advanced graphics settings menu (Display Settings -> Advanced display settings -> Display 2 (the BenQ that's not displaying an image) -> display adapter properties -> monitor -> properties -> events):

    Device DISPLAY\BNQ78D6\5&17e33cf5&0&UID264 was not migrated due to partial or ambiguous match.

    Not sure what it means to not be migrated, or have an ambiguous match... but there it is!

    To your first question, sort of... 

    I have had a multi display setup for a few years now with no issues but with different equipment.   Recently my graphics card (an Nvidia GTX980ti) suffered a failure (fan stopped working and it overheated) and had to be replaced. I took this as an opportunity to upgrade one of my monitors at the same time.  My old set up was:

    GTX 980ti

    BenQ GW2765

    LG IPS234W

    and my current set up is now:

    RX590

    BenQ GW2765

    Alienware AW2518hf

    After the failure on the old card, I removed the Nvidia card, moved to integrated graphics on a single monitor (while waiting for the new card to arrive), and uninstalled the Nvidia drivers from the computer.

    When the new card arrived, I installed the card, connected both monitors, and after booting into Windows I noticed that it was only recognizing one monitor. I chalked this up to drivers and then downloaded and attempted to install the Radeon drivers.  I was getting a lot of errors and after some research it was suggested that the Nvidia drivers may not have been properly removed.  I spent a good bit of time trying to fix this and in the end decided to just do a fresh install of Windows. 

    After the fresh install, I spent a good bit of time installing patches and baseline software (Anti-Virus, Office, etc) as well as the updated Radeon drivers (no issues with the driver install after the fresh Windows install).  

    At no point in the above process (outside of when I'm in the BIOS) have both monitors worked in Windows.  It was at this point that I began to troubleshoot the second monitor display issue.

    So yeah... long way to say it worked under my old set-up, and it works in the BIOS, but not with the new gear, in Windows.
