Uncheck Sticky Keys, Toggle Keys, Filter Keys

I am unable to use any keyboard shortcuts on my Windows 10 (latest version) Gateways laptop. How do I turn on the keyboard shortcuts? I can't find any setting or control panel anywhere to do that. I can't even find any information anywhere about how to turn them on.
If they are supposed to work without doing anything, why are mine not working? Seems to me they used to work.

Thank. But all those things are already unchecked, so that is notthe issue.
No, I'm talking of the various keyboard shortcuts, where you hold down, for instance, Ctrl-N and it should open a new window in an application, or Ctrl-C and it should copy what you have selected, or Ctrl-V and it should paste what you have copied, etc.
Are you talking about those Windows 10 that can be activated by holding down the Windows key and hitting another key?
OK, I just found the Launch Manager for this Gateway NE56R laptop. It not a driver, its an application. I downloaded it, and then installed it, and then rebooted the computer.
This had no effect whatsoever on the problem, keyboard shortcuts still do not work.
So, we're back to what to do in Windows 10 to turn them on.
