Photoshop Elements is not compatible in Windows 10.
You need to install with compatibility mode.
RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window.

Install DirectX
http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime
You may get message " DirectX/Direct Play cannot be initialized" after install on a windows 10 computer
Kindly follow these steps.
- Click "Start Button"
- Type "Turn Windows Feature On & Off"
- Open it
- Check for "Legacy Components"
- Click the + sign
- Check "Direct Play"
- Click "Ok"
- Check Adobe Elements
