Slow boot time, dxgkrnl.sys BOOTLOG_NOT_LOADED

I have been trying to pinpoint the problem with my slow boot time. Looking at the boot log I can see BOOTLOG_NOT_LOADED \SystemRoot\System32\drivers\dxgkrnl.sys come up multiple times. I have searched online for fixes and seemed to have tried everything I have found. I am currently running Windows 10 with an AMD Radeon RX 470 graphics card, with 3 monitors all connected to the GPU. I have tried uninstalling and reinstalling the AMD drivers, restarting before and after a new install of the drivers with neither speeding up the boot time, currently about 10 minutes to get to the log in screen. I have done a full Window reinstall twice, flashed the BIOS of my motherboard, MSI Z170A Krait Gaming 3x, updated the firmware of my motherboard, all with no success at speeding up the boot. I went into the BIOS and tried allocating more memory to the GPU, 512 MB. Tried turning off Windows Defender, but it seems to turn itself back on when I restart, again just as slow as the before. Looking at my startup programs I had every app that wasn't required turned off, and tried turning off some of the Windows scheduled tasks and Windows Services but this led to a BSOD loop on restart the required another Windows reinstall. In addition to the above-mentioned hardware I also have an Intel i5 6500k CPU, and Windows on a Samsung 850 Evo SSD. Below is my most recent Boot Log, if that helps.

This has been happening for about 3 months, so I a might have missed a step I tried, but any help would be appreciated. Let me know if there is anything that will I can do that I haven't already tried or even something I did in an incorrect order. Thanks in advance.

    Try simplifying your configuration by keeping only your mouse and keyboard attached, that means:

    Disconnecting multiple display monitors.
    
    
    
    Remove discrete video cards, use the on-board graphics if your motherboard supports it.
    
    
    
    Swap out memory modules - a RAM module might be corrupt - you can also ensure RAM sticks are installed slots 1 and 3. Your RAM modules might be corrupt, try scanning them for errors.

    If you have more than one hard disk installed, disconnect all except the target disk where Windows 10 will be installed.
    
    
    
    Reset your BIOS Defaults.

    I built my own computer with the parts mentioned above. Here is a list of everything:

    Intel Core i5-6500 3.2 GHz

    MSI - Z170A Krait Gaming 3X ATX LGA1151 Motherboard

    2x Avexir - Core Series 8 GB DDR4-2400 Memory

    Samsung 850 Pro Series 256 GB 2.5" SSD (I incorrectly said EVO above) this is where Windows 10 is.

    Try upgrading to the newer Windows 10 1809 to see if the problem is fixed.

    First, try upgrading using the Windows Update Assistant:

    If that does not work, upgrade offline using the ISO file, it is more reliable.

    What is the make and model of your computer?
