Make text bigger Windows 10 feature

Just bought a new PC for my elderly parents.  The new Windows 10 machine does not include the slider to just make the text size bigger.  Instructions that work on my Windows 10 PC are: Select theStart button, then select Settings > Ease of Access >Display.To make just the text on your screen larger, adjust the slider underMake text bigger*.*But the newly delivered PC does not include the ability to just make text bigger.  Such small font size is not usable for 90 year olds.  I need to adjust the font associated to desktop icons, etc.   The  magnifier viewer is not convenient or obvious for them; magnifier full screen is confusing navigation.   Has the navigation to make text bigger changed or has this feature just been removed? 

Thanks in advance for any help or instruction on how to complain to Microsoft about the change.

    When you purchase a new PC, they are generally very much out of date, because the manufacturers load them from a factory image . . .

    Click your Start Button, type winver and hit Enter

    On the resulting dialog, what version of Windows 10 are you running?

    If you are not running version 1809, you need to update your system to get that functionality:

    Click the link below, then click 'Update Now' on that page to immediately get 1809 and bring your PC right up to date

    What version of Win10 are the machines using ? The slider was introduced with v1809. (AKA Oct 2018 version update)

    I am on Win10 Home v1809 and there is a text size slider

    Go the Feedback Hub and Feedback.  Be sure you include the computer model and the OS build.
