Thank you Vijay, I had attempted fixing it following various suggestions from other's blog. It finally caused this computer (new) to freeze, so I had reinstalled but I still have the problem. I am going to try reformatting of the USB hard drive altogether.
file explorer keeps popping up - windows 10 (home)
This is a new PC with Windows 10 home, version 1803, OS build 17134.619.
When an USB external drive is connected as d:\ drive, the file explorer keeps reporting problem (with the drive) and then opens the file explorer. This keeps going on and on by itself. Each time a "fix the error" notification pops up and I clicked "yes", but nothing happens. I had also done the troubleshoot (many times) from the "hardware and device" of "update and security" of "settings"; I was prompted to restart a few times, but still not fixed. I had also gone into "device manager" to make sure drivers of all "USB", "disk drive" and "storage controller" are updated (and they already are). I had also made sure the external drive is OK by using it on another PC.

2019-03-07T14:37:32+00:00 Thank you Raju. This USB hard drive has no problem accessing with my old PC but it does seem to indicate that this USB hard drive needs reformatting. Its content is huge, so I would have to use another computer to copy the content of the drive in order to do so. I have difficulty accessing the content using this PC; I was able to copy a few folders with several "try again" during the copying process.

and the copy the contents back to pendrive.

I would recommend that you perform a Windows 10 repair upgrade (This is not Reset or Reinstall of Windows). Repair upgrade fixes all Windows errors and retains all files, applications and settings. (You will not lose any data while backup is a good idea) Below is a good guide to perform repair upgrade

As 1803 version is obsolete, first install 1809 and then check if it fixes the bug.
Follow the method below to upgrade to Windows 10 version 1809, current version.
Uninstall temporary but completely any third antivirus.
Clean your drive using cleanmgr comman in admin mode.
Uninstall your wifi card driver via device manager.
Update your graphics card driver via device manager.
Install Windows 10 version 1809 by downloading it from this page
