Unable to uninstall or repair turbo tax 2018 in Windows 10

I have spent a lot of time trying to do what the computer tells me to do but after researching this I am still at the part of it not uninstalling or repairing .  It asks me if I want to allow Microsoft (certificate) to make changes to me computer. I was surprised it did not say Turbo Tax or Intuit.. but said yes.. then it told me that it had been changed to (PRD.ini, start up)  with error 1719 , then it says 

(unable to continue the process , please reboot the system and try again) 

I have finally given up !

    Hello Helen,

    Are you connected in an admin session ?

    You can try to uninstall it in safe mode

    Thanks but I need to uninstall it first before I can reinstall it .  I have been on Microsoft for about an hour but sort of afraid of trying some of the things because it was for windows other than windows 10, my computer came with windows 10 Home and 64 ?????

    Have you gone to Control Panel, Programs and Features and looked down the list and clicked on Tubo Tax and then at the top Uninstall?

    Hi, Helen:

    I am independent advisor.

    Try this solution:

    1.Right Click your taskbar and select “Task manager”

    2.Look for “Intuit update service” in the process tab and end process.

    3.Look for "MSIexec.exe" in the Details tab and end process.

    4.Try to install Turbotax again.
