Please note that extended support for Vista SP2 ended on 11-Apr-2017 and there have been no new updates released for the Vista SP2 operating system and Internet Explorer 9 browser via Windows Update since then.
When you say "Windows installer won't install anything", do you mean that Windows Update (Control Panel | System and Maintenance | Windows Update) doesn't run to completion when you click Check for Updates? This is a common problem on Vista SP2 computers and a fix is posted on page 1 of m#l's thread Updates not working, it has been searching for updates for hours.

If you are affected by these Windows Update hangs and require further assistance, post back and let me know the Updates Versions of your Internet Explorer 9 browser at Help | About Internet Explorer as shown below (you should have v9.0.60 / KB4014661 if you are patched up to 11-Apr-2017) and whether you have Microsoft Office 2010, Microsoft Office 2007 and/or the Microsoft Office Compatibility Pack(an add-on that allows older MS Office products to work with files with newer Open XML formats like .docx, .xlsx, etc.) installed.
If your Windows Updates are working correctly, then let us know if "Windows installer" means the Windows Installer v4.5 for Vista (sometimes called the Microsoft Installer) that is required to run installation packages that have a .MSI file extension.
