To further troubleshoot this issue, I recommend contacting support, let them put you through a tier 2 support so they can investigate your Microsoft Account, because that is likely where the issue lies why you can't download it.
Downloading Forza Horizon 4 stuck at "Starting Download"
Hi all. I'm trying to download Horizon 4 via Game Pass from the Microsoft Store. If I download the "Forza Horizon 4 Standard Edition", it gets stuck at "Acquiring License" infinitely and the downloads list shows Horizon 4 as "Starting Download", and if I try just downloading the app just called "Forza Horizon 4", it stays stuck at "Starting Download".
These are the things I've tried:
In-Place Windows Upgrade to fix my install
WSReset.exe
Terminating and Resetting Microsoft Store app
Re-registering Windows Store through Powershell
sfc /scannow (No problems detected)
Dism /Online /Cleanup-Image /CheckHealth (No problems detected)
Dism /Online /Cleanup-Image /ScanHealth (No problems detected)
Dism /Online /Cleanup-Image /RestoreHealth (No problems detected)
Stopping Windows Update service
Stopping wuauserv and BITS and clearing SoftwareDistribution
Resetting network settings
Running Tweaking.com’s Windows Repair tool
Windows Store troubleshooter (No problems detected)
Performing a Clean Boot
Logging out of and into MS Account
And yes, no updates are currently available for my PC.

Could you try first downloading it to the local C:\ drive where Windows 10 is installed, then try moving it to the D:\ drive after?

The D: drive which I'm installing it to has 237GB free.
This same issue did occur in the Administrator account.
I have the latest updates installed.
The solution you linked did not solve this problem.

How much free space do you have on the drive?
Could you confirm if this also happens in the default Administrator account?
Open Start
Type: cmd
Right click CMD
Click Run as administrator
At the command prompt, type:
net user administrator/active:yes
Hit Enter
Close command prompt, restart, then try signing into the Administrator account.
Try downloading again.
Do you have the latest cumulative updates for Windows 10 1809 installed?
