Thanks Andre, I did exactly that. Rolled the OS back to the 1703 version and the network card works. Also went and shutoff any further updates with Windows.

My Dell Inspiron 530 running Windows v.1809 continues to freeze every time I connect my ethernet cable to my network card Intel(R) 82562V-2 10/100 .
I boot the system and when it establishes an internet connection it freezes. When I reboot with out the cable connected it runs great, NO FREEZING.
I have uninstalled it many times in device manager with no resolution. I have gone to Intel to get updated drivers, and every time I run the update from Intel to update the driver, it states no Intel peripheral can be found.
I can not go to Windows Update to download a newer driver.
I have gone as far as to do a clean install of Windows only to get the same issue again. I have also run all troubleshooting and component test on the system, all giving the system a clean bill of health.
*So at this point I have NO INTERNET CONNECTION ABILITY, so any suggestions to do anything online through this PC is futile!

If it worked in Windows 10 1709, here are steps to downgrade.
Step 1: Go to another working computer with Internet access, download Windows 10 1803 from the following link:

Thanks Andre for the suggestion. I actually attempted earlier today to re-image the system from a backed up image back on 02/05 when the trouble was not occurring. That also failed to correct the issue. Currently attempting another clean install, and will try further to correct the issue. Like you stated it may be time to get a system that is updated. Hate to see a system that the family uses for minor things i.e school, pay billings, surfing get replaced, when all the components still work like a champ! Funny thing is it worked fine with Windows 10 prior to 1803/1809.

This is likely a compatibility issue with Windows 10 1809. I recommend you downgrade to the previous version of Windows 10 this adapter is known to work in.
As future Windows 10 feature updates are released it will introduce incompatibility with older devices and PC's. Certain components will not support these changes as observed by some users not seeing transparency anymore. Recommendations include, rollback, block the upgrade or consider upgrading components in your system such as graphics, storage, BIOS, motherboard or purchase a new Windows 10 PC.
