how to open Windows handwriting panel?

I have been looking at this setting for a long time and also have tried to look for how to open the handwriting panel I am not able to find the place I have also checked the settings more than 4 times to see if the handwriting panel is available and enabled in my device but the answer is always yes to both of the questions.

    Hey there, AdvaitShiralkar

    Welcome to the Microsoft Community forums.

    To open the handwriting panel, please follow these instructions.

    1. Right click on a blank space on your Taskbar,
    2. Select show keyboard button,
    3. A Keyboard button will be visible near date and time. Please select it,
    4. A keyboard will appear on your screen. Select the settings icon at the top left hand side
    5. Select handwriting panel which is a blank keyboard with pen on the top.

    Once you have done, you will have a handwriting panel
