What I do is install 7 zip, open it's file manager, click the + sign to add the file to an archive, insert a password for the file, Save and exit. Now test the password opens the file, the file still runs, and if so you can delete the original or move it to backup.

There is no facility in Windows or by any other means to password protect an MP4 file . . .
You can if you wish use a 3rd party utility to password protect the folder that video file is contained in, but the file itself cannot be password protected, the MP4 file format does not support password protection . . .
Secret Folder is a good free utility to password protect a folder:
