hi can anyone help with a problem i have with windows 7. my system is fitted with 16g of ddr3 ram (2x 8g) which is recognised by the system but reports only 3.98g is available am i missing something here. keep it simple iam a newbie to computer lingo

2019-06-21T00:13:55+00:00 The obvious answers don't apply. You have a 64-bit Windows 7 Pro system, so you should be able to use all (or nearly all) of your 16 GB of physical RAM.
Has your "Total Physical Memory" always been around 4 GB? If not, what happened before this situation started?
You appear to have a custom-built system.
- Did you recently install more memory? If yes, what did you install?
- What video card(s) is/are installed?
- What other expansion cards are installed?
- How much RAM is recognized in the BIOS? (If you're not sure how to access the BIOS, there should be a popup message just after you power on the computer indicating what key to press -- at that time -- to enter the BIOS)
Please do the following.
- Go here https://www.hwinfo.com/download/ and download HWiNFO. Go to the left-hand column (Installer for Windows 32/64bit), place your mouse over the GREEN "Download for Free" button, and then click on "Local(U.S.)" You should then download a file named hwi_608.exe Run the file to install the program.
- At the end of the install, run the program
- When the program runs, it will open several windows. On the window that has the tool bar with icons, click "Save Report" (the icon looks like a floppy disk).
- In the "Report Type" window, click the radio button next to "Summary for Clipboard" and then click "Next"
- In the "Short Report" window, click "Copy to clipboard" and then click OK
- Close the main window (the one with the tool bar); all the other windows will also close
- Start your reply here and then right-click > Paste the contents of the "Short Report"

My suspicions are that you may be running a Windows 7 32 Bit operating system.
You can access Basic Information by :
You can Right Click Computer in the Start Menu.
Select : Properties..
In there it will tell you if its a 32 or 64 Bit Operating System.
This is what will be shown.
