Are you using the Edge Browser?
If so, click the 3 dots at the top right of Edge and choose Settings
There you will see the option to import favorites (its counter intuitive) select that option
From there you can export your favorites as a HTML file
Then transfer that to your new PC, using the same procedure, you can import that HTML file to restore your favorites on that PC . . .

You should have nothing to worry about - your Favorites will transfer automatically, if you normally sign in with a Microsoft account and you sync your Favorites. Syncing is perhaps the biggest advantage of a Microsoft account.

P.S. If you use Microsoft Edge on your phone, your Favorites will sync there, also. Nothing you need to do.
The term 'Favorites' refers to something specific: it's the name that Microsoft uses for bookmarks in Microsoft Edge. The term has a long and interesting history, but that's outside the scope of your question.
Ordinarily, to transfer bookmarks from one computer to another, you export them from the old web browser and import them into the new web browser. But that's only necessary if the web browser in your old computer is different from the web browser in your new computer. If you're using the same web browser in both computers, e.g., Google Chrome, and you're syncing your bookmarks, you've got nothing to worry about because the bookmarks will transfer to the new computer automatically.
So to start, tell us what web browser you are using in the old computer, and which one you're using in the new computer.

I just bought a new Dell Inspiron and I wish to transfer my "Favorites" in Microsoft Edge on my old computer a Dell XPS. Both use Windows 10.
I use Microsoft Edge on both computers.
Yes I assume these are my ID favorites.
