USB device not recognized endless loop

My computer was fine last night when I went to bed. I don't check it in the morning because I work early. My wife told me the power went out at our house due to a storm. Everything is plugged into power strips that are functioning perfectly even after being off. When my computer was finally restarted, it went into an endless USB device not recognized loop. I've pulled everything out of the USB ports and restarted several times with no luck. I even took the nuclear option and reinstalled Windows 10 (but saved my files). It's still doing it.

Barring a hardware issue, what else could it be if I have a fresh Windows install?

    Hi MoonLghtKnght

My name is Andre Da Costa; an Independent Consultant, Windows Insider MVP and Windows & Devices for IT MVP. I'm here to help you with your problem.

    Option 1:

    Try resetting your BIOS defaults:

    https://www.groovypost.com/howto/reset-pc-bios-...

If that does not work and you have a desktop computer...

    Power down

    Unplug it

    Open the system unit

    Remove the CMOS CR-2032 chip

Plug it in, start the machine, wait 10 seconds

Power down, unplug it, reinstall the CMOS CR-2032 chip

Plug it in again, power up

    Option 2:

    Press Windows key + X

    Click Device Manager

Expand Universal Serial Bus controllers at the bottom

Right click each entry then click uninstall

    Exit then restart

Windows 10 will then redetect them.

    Check if they then work.

    Option 3:

It is possible you might need to apply available BIOS and Chipset driver updates for your motherboard.

What is the exact make and model?

    Open Start, type: system information

    Hit Enter

    Click System summary

    Look in the right pane

Copy the system sku info into reply here.

    See example: https://imgur.com/qzektpA

If its custom built, what is the make and model of the motherboard?

Hi ML. I'm Greg, an installation specialist and 9 year Windows MVP here to help you.

It does point to hardware problems if you reinstalled and properly handled the drivers, which is important enough those steps are printed in red in this gold standard Clean Install tutorial: http://answers.microsoft.com/en-us/windows/wiki...

See fixes to try here for the error message:

I hope this helps. Feel free to ask back any questions and keep me posted. If you'll wait to rate whether my post helped you, I will keep working with you until it's resolved.

    Hi MoonLghtKnght

I am Vijay, an Independent Advisor. I am here to work with you on this problem.

    A. Try to boot into safe mode

Power ON your computer and as Windows / manufacturer's Logo appears, Power OFF - Repeat 3 times

Now your computer will go into Advanced Recovery Environment

Advanced Options > Troubleshoot > Advanced Options > Startup Settings > Restart

Press 4 or F4 to enable Safe Mode (5 or F5 to enable Safe Mode with Networking)

Log in once Windows starts in safe mode

See whether you able to login. If yes, come out of this and start normally.

If you are not able to boot like above, You will need to boot through a Bootable USB drive. You will need to create this on another computer which is working - https://www.tenforums.com/tutorials/2376-create...

How to Boot from a USB Flash Drive in Windows 10 - https://www.tenforums.com/tutorials/21756-boot-...

    B. Another option when you are in Advanced Options in previous step is to choose (Note - You won't lose any files in this step)

    1. System Restore - This will restore your system to a point when things were working fine.

    OR

    1. Startup Repair - Startup Repair upgrade fixes all Windows errors and retains all files, applications and settings.

    C. Penultimate option could be Reset this PC.

In Step A > Troubleshoot > Reset this PC - Keep my files and Remove everything. Choose this carefully as most likely you would like to keep your files.

All apps will be removed and windows will be reinstalled.

    D. Last option could be a clean Install. This is the best method to perform a clean install of Windows 10. (If you want to rescue your files, there is a section Rescue Files when Windows Won't Start)

If you want a very lightweight guide - Start fresh with a clean installation of Windows 10

Thank you to everyone that responded.

Since I already wiped Windows and reinstalled, the only thing I could come up with was a hardware issue. Even after the clean install, I was getting the USB loop.

Once I powered down, I cracked the case open and checked the USB connectors inside. I unseated and reseated the USB connector for the whole machine. So far, no issues. Not sure how a power outage would have had anything to do with that, but it seems to be working properly now.

This is a custom machine. The board is a Sabertooth 990. Apparently, the USB connector needed to be removed and reseated.

    No issues so far.
