The first thing I did was run the WU troubleshooter. It says there are pendig updates which we already know.  I click apply this fix and then in standard form it goes to Repair win update database corruption so again I click apply this fix. THe following screen says the problems found and whether or not they were fixed.

Potential win update database error detected - NOT fixed

win update components must be repaired      - Fixed

check for pending updates                               - Fixed

So I run it again this time skipping the download and install  pending updates fix. and then apply fix for win update databse errors. it then says

check for pending updates                                NOT fixed (obviously)

potential win update database error detected Fixed

win update comonents must be repaired        Fixed

I then return to the windows update page and try to dl and install the update and it still fails.

I dl'd a tool that is called resetWUend.cmd. I run the tool and select the option to reset windows update. sometimes it will complete saying everything is normal and other times it hangs on the renaming of the SoftwareDistribution folder. When attempting to manuall reset the folder via admin cmd -  net stop wuauserv , net stop bits , ren c:\win\SoftwareDistribution softwaredistribution.old it will sometimes say access denied. At which point I went into the recovery startup option in settings and was only given a way to mess with the bios UEFI stuff upon restart rather than being able to use the command tool (which I know has to be in admin mode if it was there.)

Frustrated I decided to dl the win 10 update assistant and after running it straight from the computer (admin) it would go through it motions and just before it is ready to install the error We cannot tell if you are ready to update to windows 10 (or something of the like) pops up. So I removed the third party antivirus and tried again. Same result. Then I decided to try the media creation tool (admin). I saved the info to flash drive, disconnected my wifi and still had no third party antivirus on the system. Double clicked setup.exe from the flash drive, went through the same motions the win 10 update assistant did and received again that very same error message.

At one point during my exploits I received an error in something or other that said windows 10 service registration missing or corrupt.  I haven't received that error anywhere in my last several attempts to dl and install the update so I don't know if I fixed that or not. It's all very confusing to me and I feel like I'm missing something that is blatantly obvious. Can anyone tell me what I'm doing wrong? or right for that matter. I do not feel comfortable having a machine that is not completely up to date with windows.

Thanks in advance for help with this matter.

There's no problem with waiting to Upgrade, some people skip the new version and wait til the next.  It's up to you when and if you want to install it. I've given you the most stable method which is via the installed Media Creation Tool or the media. If you want a much better install and a great learning experience it would be the Clean Install.

Bob, if your files aren't backed up then you are deliberately valuuing them as worthless. Your files should always be backed up because a hard drive can die at any time without notice. Some suggestions to help ease into this habit:

You can sync your Desktop, Documents and Pictures folder in Onedrive using Folder protection, or just drag valuable files into OneDrive folder, offering 5gb free with additional space for cheap: https://www.tenforums.com/tutorials/116029-turn...

Google Drive has a new Backup that allows you to choose User folders (Documents, Pictures, etc.) to sync up to 15g for free to their cloud in real time so it always has the latest version. https://www.google.com/intl/en-GB_ALL/drive/dow.... I would immediately install this and either designate the User folders with your most valuable files to be sync'ed RIGHT NOW, or copy into the Google Drive Backup folder those pictures so they are safely stored on the web now!

Or you can manually drag or copy them to another hard drive, USB external or flash drive. Here's how to drag, copy or move large groups of files: https://www.pcworld.com/article/2086566/the-man...

Besides your files you should back up a System Image to use in place of reinstall in 20 minutes. The best free alternative is Macrium: http://www.howtogeek.com/howto/7363/macrium-ref... You can even use the Macrium program to mount and extract files from this image so it can serve as both image and file backup too.

I hope this helps. Feel free to ask back any questions and let us know how it goes. I will keep working with you until it's resolved.

Hi Robert. I'm Greg, an installation specialist and 9 year Windows MVP here to help you.

I would manually upgrade to the latest version 1903 by opening the Media Creation Tool from this link: http://windows.microsoft.com/en-us/windows-10/m..., choose Download Tool Now, then open the tool and choose Upgrade This PC Now. This saves your files, apps and most settings in place, is the most stable method to change versions, brings your Updates current, resolves most problems.

If any problems report back the verbatim error and number, then continue with these steps for overcoming Version Upgrade problems: http://answers.microsoft.com/en-us/windows/wiki...

If the Version has problems I will work with you to try to resolve them. If the problems are intractable, you have ten days to roll it back in Recovery settings.

Most problems are resolved by doing this gold standard Clean Install which should get you past all difficulties as it has millions of others who have followed the steps in this link and never come back to report another problem: http://answers.microsoft.com/en-us/windows/wiki... . So read it over and see if its something you want to learn to do.

I hope this helps. Feel free to ask back any questions and keep me posted. If you'll wait to rate whether my post helped you, I will keep working with you until it's resolved.

Coincidentally i looked at the very same ehd a few minutes ago. I think i may to that route. For now I will use macrium to create just a Windows reinstall image rather than the full sytem image as i am running into the same issue: a space to store a file that large. After cutting some things out that aren't necessary the 1tb drive will be enough space to store both my files and a full system image created by macrium.

I was highly considering the Fresh Start option before i made my post on this website. I dont have very many third party apps on my system and from what i gather, after the fresh start there will be a list of those apps that are removed i can reference for replacement of those i would want to reinstall. My only qualm with that is the Dell specific apps. Unsure if i can regain them. I am back to considering this option again.

Let me ask this. I realize you cannot speak on behalf of Microsoft but if you can give me your personal opinion it would be muchly appreciated. Let's say I wanted to wait to make anymore moves until i have acquired the necessary equipment/cloud space with which to backup my files and a macrium created full system image, which again will be approx two weeks from now. Assuming there are no new security updates that I'm unable to install between now and then, how much of a security/system stabilty threat is posed by not being able to install the feature update/win 10 upgrade that i have been struggling with? Do you get my meaning?
