Windows 10 Will Not Change User Language

Hi! Long story short, I installed a Korean IME/Language pack and wound up changing my system settings and they won't revert back. 

Using the Run -> LPK Setup -> Uninstall I have been able to apply a "quick fix" that allows me to use my computer somewhat normally (so when I go into Settings, that's all in English - but all my folders still appear in Korean and the default keyboard remains set to Korean. So when I type, it frequently reverts to Korean even when I haven't told it to. The language pack refuses to fully uninstall.

I know the method is to go into Settings and change your region to what you want (Canada), change the system display language to what you want (English - Canada) and then "add a language", install all applicable items and set it as your default then copy the current user settings. Anytime I do this, the settings refuse to save and revert back the minute I sign out, restart my computer, or close the settings page.

Whenever I check the "copy your settings to" button, everything automatically resets to Korean.

Back on the "preferred languages" screen, I can't click the Remove button on the Korean language. It's completely greyed out. When I move English to the top, like the instructions say to do, it just pushes Korean back to the top language. There's also no option appearing for English to be set to the default.

I've also tried the PowerShell method and that just gives me errors (yes, i was running the admin). I'm not signed into my computer with a Microsoft Account, so the sync settings are automatically disabled so that's not it.

I'm running Windows 10 Home, version 1809. (Computer was purchased with an English default which is what I want. I added JP about 2-3 months ago without any problems, added Korean about a week ago and now I'm in hell.) Do I just need to wipe my PC and if so, is there a safe way of doing that without losing all the programs I've installed and all my personal files (documents, pictures etc)?

    Are there any other methods anyone knows of to force the removal of this package, or at least finding a work-around to keep my default language as English-CA?

    Hi Greg, thank you for all of your help.

    Yes, I have seen your previous posts to other users (posted a few years back) and followed those methods. If they're for the benefit of all, that's ok, but I tried these methods already to no avail so I found they were not relevant to my question. If they are for other users who will see this in the future, that is okay. If I came across as rude, that was not my intention.

I've tried twice now to upload photos to show these errors, but they are removed from my posts each time automatically... so I will need to copy that error log and paste it.

My Language is already installed, but it is being overridden by another language. The remove a language option is greyed out: "I can't click the Remove button on the Korean language."

    The other method was the LPK Setup, which did apply the 'quick fix' of allowing me to use my computer to some degree... but the Korean language will not fully uninstall.

    If I was not clear in my initial post and should have worded my steps more thoroughly, I apologize for the misunderstanding, but I hope you can see my side of it too and what prompted my response. I did provide images to show what I had attempted, but they were removed on posting for some reason. I did try to repost the images, but I see it did not work.

    Where in your initial post did you show that you had tried everything in all of the steps and tutorials I provided in my later post?

    I am a senior Moderator and MVP here and I will always list everything that is required to fix the problem, both to be thorough and for the benefit of tens of thousands of others who will see this thread and find it in searches for their problem.

    Hi there Greg, thank you for your response.

    As per my initial post, I have already tried everything in the suggestions you have listed. Detailed in my initial post, I tried the Powershell and I am given error messages.

    I attempted to follow your second suggestion, but right-clicling the language bar does not provide any windows shown in the link or any options for Language Settings - only Taskbar Settings. (Yes, I am right-clicking on the Language Bar.)

    I detailed these in my first post with images, but I see that they have been removed on posting. I see this might have caused some confusion. I appreciate the help, but please read the first post before following on a response as I have tried many of these and posted my results already.

    I re-tried all of these with the same results just to double check and still am having issues. When following https://www.thewindowsclub.com/install-uninstall-languages-windows-10 and opting to switch to English (US) instead of Canada, I am getting a pop-up saying windows is "having some trouble on our end. Retry?" But retrying just brings the pop-up back once more.

    I would very much like to avoid a re-install, but as said in my first post, I would like to avoid this and I do not know how much of my settings it would affect.

    Your help is appreciated, but please take a moment to read through my results. Thank you! I can try to post images once again if that would be more helpful.
